Space & Facilities Specialist
Position Overview
The United States District Court for the Eastern District of North Carolina is accepting applications for a Space and Facilities Specialist in Raleigh, NC. Under the supervision of the Clerk of Court, the incumbent is responsible for the management and oversight of all space and facilities projects initiated by the court or the General Services Administration (GSA), including planning, design, technical review and financial management planning for all space and facility projects, and district-wide coordination of all building activities for the district.
This position is being advertised at a grade CL 27 to a CL 28. Salary is dependent upon experience and qualifications. Applications that are received by the initial cut-off date of September 13, 2019, will be given first consideration.
Representative Duties
The Space and Facilities Specialist performs duties and responsibilities which include, but are not limited to, the following:
- Manages space and facilities projects, including creating project budgets, project schedules, and preparing project scope to guide specifications. Translates functional requirements into a space-needs plan and defines the project's design objectives. Reviews construction drawings and specifications, analyzes cost estimates, negotiates fees and costs, and resolves issues from preliminary design through construction.
- Coordinates the efforts of various entities to ensure timeliness in the accomplishment of successive phases of the construction plan. Conducts meetings with all concerned parties to review progress, discuss problems, and develop solutions. Ensures all parties are advised and kept aware of requirements and plan changes.
- Reviews GSA contract specification documents and blueprints to ensure compliance with the U.S. Court Design Guide, and the court's preference. Documents and reports deviations or non-compliance issues. Participates in all project planning and design meetings.
- Performs cost evaluation and control at each step of the project to ensure the budget plan is adhered to and the project remains in compliance with stated objectives.
- Makes recommendations to appropriate individuals regarding improvements, changes in procedures, or other actions.
- Conducts construction site visits to monitor progress and compliance with the U.S. Courts Design Guide and prepares progress reports and punch lists for work that remains to be accomplished.
- Develops furniture layouts and assists in selection and procurement of furniture and furnishings.
- Creates move coordination plans which include detailed schedules and phasing plans, including the movement of electrical, data, telecommunications equipment and lines. Serves as move coordinator.
- Prepares Reimbursable Work Authorizations (RWA) and appropriate correspondence for new or renovated space and facilities and submits for approval. Verifies RWA charges and authorizes payment. Prepares purchase orders and payment authorizations in an automated system.
- Prepares all court reports and requests for space which involve surveys of existing space and new space requirements due to new judges and/or courthouses. Coordinates such requests with the Administrative Office.
- Coordinates routine and cyclical building maintenance, repairs, renovations, and security system installations with the U.S. Marshal's Service, the General Services Administration, or others, as applicable. Maintains database of all cyclical maintenance.
- Serves as a custodial officer for furniture items and ensures the Master Property List is current. Coordinates with the disposal officer the list of items to be disposed or to be offered as excess/surplus.
- Reconciles and verifies court space with GSA drawings and statements and attends all building security and tenant meetings, as required.
- Performs other duties as assigned.
Qualifications
This position will require travel to divisional offices as needed. Moderate lifting, climbing, and moving of equipment/furniture is required. The position requires the earning and maintenance of required certifications.
Preference will be given to applicants with a four-year college degree in a related field such as architecture, construction/project management, engineering, or interior design. Proficiency and skill in the use of software systems for computer aided drafting and design including but not limited to Photoshop, AutoCad and Microsoft Project Manager. Experience working with the General Services Administration and familiarity with their procedures and regulations.
Conditions of Employment

The person selected for this position will also be required to submit fingerprints for an FBI background check. As a condition of employment, the selected candidate must successfully complete a ten-year background investigation with periodic updates every five years thereafter.
