Assistant Director for Budget Review
The New York City Independent Budget Office is seeking an Assistant Director for Budget Review to manage and oversee our review of New York City’s quarterly financial plans. A successful candidate will have extensive knowledge of the city’s budget structure and processes and substantial understanding of functions that are budgeted centrally including the city’s labor, fringe benefit, pension, and debt service costs. They should be well versed in the array of city budget documents and have considerable experience with the city’s financial data systems. An understanding of the fundamentals of GAAP accounting is also helpful. A commitment to IBO’s role in providing elected officials and the public with impartial analysis of the city’s revenue and spending plans is essential.
Major responsibilities include:
- Review the city’s financial plans upon release and advise senior staff of key budget changes and overarching fiscal issues.
- Coordinate staff expenditure projections for our City Charter-mandated reports.
- Restate expenditures and revenues to reflect the effect of various accounting adjustments to help present the city’s fiscal condition—including surpluses, deficits, and operating balances—on a clear and consistent basis.
- Contribute to drafts of IBO’s mandated reports on the city budget, as well as reports on other centrally budgeted topics.
- Maintain extensive historical data bases including revenue, spending, and city staffing for internal use and for public presentation on the agency’s website and work collaboratively to develop presentations to make spending data more accessible to the public
- Provide new staff with training in a broad-based understanding of the city budget and the systems available for reviewing revenue and spending details; assist all staff as necessary with process, systems, government accounting or other issues.
- Represent IBO at various meetings and provide the director and others with background information as necessary
- Supervise one direct report responsible for analyzing city’s centrally budgeted costs.
Qualifications:
Prefer at least 5 years of experience with a strong background in broad-based New York City budget issues. Fluency in OMB and City Council budget documents and processes is essential. Candidates should be analytic and have the ability to write clearly about budget data for a wide audience of persons interested in public policy. A BA is required, MA preferred, in a relevant field.
New York City residency must be established within 90 days of appointment and is required for the first two years of city service, after which employees may reside in Nassau, Orange, Putnam, Rockland, Suffolk, or Westchester Counties. Foreign nationals must have a valid permanent resident card (“green card”) or renewable work permit.
New hires must be vaccinated against the COVID-19 virus by the date of hire unless a reasonable accommodation for exemption is received and approved by the hiring agency.
Hybrid work schedules may be possible.

Salary: $115,000-130,000, depending upon experience.
