Job Description
The Procurement Unit oversees all purchases for the Agency while reviewing contracts for various goods and services in accordance with the City’s Procurement Rules and Procedures.
The New York City Police Pension Fund is seeking a full-time Procurement Analyst to join the Procurement Unit, a division of Financial Management. We are seeking a candidate with the ability to exercise independent judgement and decision-making skills as it relates to the responsibilities outlined below. Under the supervision of the Agency’s Chief Contracting Officer (ACCO), the selected candidate will be required to perform procurement tasks that include, but are not limited to, the following:
I. Procurement Management:
- Review requisitions submitted by business units for accuracy and determine the appropriate procurement
- Resolve discrepancies by consulting with end users and ensuring compliance with procurement
- Prepare purchase orders and process procurement activities, including contracts and
- May make recommendations concerning contract renewals and additional funding or defunding of existing
- Identify procurement challenges and propose
II. Market Research and Analysis:
- Conduct market research for complex or technical goods and
- Analyze market conditions and evaluate bids based on price, quality, and supplier
- Maintain detailed procurement data logs and analyze vendor performance, financial status, and
III. Vendor Communication:
- Communicate with vendors to request necessary documents and ensure their timely
- Review vendor submissions for completeness and compliance with procurement
- Manage vendor responsibility determinations and performance
IV. Compliance and Documentation:
- Ensure procurement activities adhere to agency, city, state, and federal requirements, including the Procurement Policy Board guidelines.
- Prepare and maintain comprehensive procurement records and files, both physical and
- Draft internal memos, fiscal summary reports, and solicitation documents such as, but not limited to Request for Proposals (RFP), Request for Information (RFIs), Request for Quote (RFQs), and Invitation for Bids (IFBs).

Minimum Qualification Requirements
- A baccalaureate degree from an accredited college and two years of experience in community work or community centered activities in an area related to the duties described above; or
- High school graduation or equivalent and six years of experience in community work or community centered activities in an area related to the duties as described above; or
- Education and/or experience which is equivalent to "1" or "2" However, all candidates must have at least one year of experience as described in "1" above.
Preferred Skills
- Familiarity with the NYC Procurement Policy Board Rules, understanding local laws that impact procurement and knowledge of procurement practices and principles;
- Strong communication skills, both verbal and written;
- Proficient with MS Office products;

Salary: The salary is non-negotiable. Residency Requirement
New York City residency is generally required within 90 days of appointment. However, City Employees in certain titles who have
worked for the City for 2 continuous years may also be eligible to reside in Nassau, Suffolk, Putnam, Westchester, Rockland, or Orange County. To determine if the residency requirement applies to you, please discuss with the agency representative at the time of interview.

NOTE: This is a full-time on-site position. The incumbent will be required to report to the office on a regular basis.
