Transfer Station Solid Waste Operator

ESSENTIAL DUTIES
Operates and maintains a variety of heavy equipment and transport trucks such as articulated front-end loader, skid steer, off road dump truck, loader/backhoe, road grader, mechanical sweepers, mechanical vacuum, and track and wheeled excavators.
Maintains an accessible disposal and recycling area for customers. Coordinates activities of customers and truck drivers to ensure proper traffic control, litter abatement and removal of prohibited waste Ensures compliance with FDEP operating permit conditions. Ensures work area is clean at the end of the day.
Screens waste for prohibited materials. Inspects incoming loads for waste tires, household hazardous waste, medical waste and other prohibited materials. Remove prohibited items for proper disposal. Notify hauler and scale house of prohibited waste.

DIFFICULTY
This position is required to work without direct supervision. Numerous situations arise throughout the day that require the ability to make independent judgement within the framework of established policies and procedures. There are occasions when exceptions to procedures are called for and recognition of those instances and ability to change procedures is required.
RESPONSIBILITY:
Supervision Received
Duties are fairly specific and checked frequently by supervisor. Work is well defined in the performance standards and facility rules and procedures and checked by supervisor. Guidance is sought concerning problems with customers or users.
Supervision of Others
Employee is in a non-supervisory class. Employee may serve as a lead worker or instruct and show co-workers how tasks are done.
INTERNAL AND EXTERNAL CUSTOMER CONTACT
Contact is made with staff concerning equipment repairs and the pick-up of materials and supplies. Contact is made with Waste Contract and Waste Tire haulers.
EQUIPMENT AND TOOLS USED
Articulated front-end loader, skid steer, off road dump truck, loader/backhoe, road grader, mechanical sweepers, mechanical vacuum, and track and wheeled excavators, bucket truck roll-off truck, water truck, vehicle and/or light truck, and computer are some of the equipment and tools used in this position.
WORK ENVIRONMENT AND PHYSICAL DEMANDS
Work is performed indoors and outdoors while operating various pieces of heavy equipment. Work environmental factors include exposure to inclement weather conditions, and possible exposure to household garbage, household hazardous waste, and medical waste. Must lift or push up to 50 pounds.
KNOWLEDGE, SKILLS, AND ABILITIES
Knowledge of reading and arithmetic. Knowledge of the occupational hazards and necessary safety precautions in the operation of equipment assigned. Knowledge of the components, parts, operating principles, and maintenance requirements of equipment assigned. Knowledge of solid waste screening requirements. Ability to pay close attention to details. Ability to calculate and maintain simple records accurately. Ability to follow oral and written instructions. Ability to lift and push up to 50 pounds. Ability to establish and maintain effective working relationships with others. Ability to read an equipment operational manual, instructions sheet or written rules and procedures. Ability to operate equipment requiring manipulation of multiple controls, where eye/hand/foot coordination is essential for safe and productive operations. Ability to issue assignments and directions. Ability to make independent judgments in the absence of supervisor. Ability to coordinate hands and eyes accurately in operating vehicles and hand-held equipment.
MINIMUM QUALIFICATIONS
Requires completion of the eighth grade or an equivalent and two years of similar or related work experience. A high school diploma may substitute for one year of the required experience.
All Leon County employees (regular full-time and part-time, OPS, and PRN) are required to work before, during and after a Declared Local State of Emergency (DLSOE). Participation is considered a condition of employment.
Necessary Special Requirements:
Must possess a CDL Class "B" operator's license.
FDEP Transfer Station Operator Certification.
