Summary / Objective
College of the Ouachitas (Arkansas State University Three Rivers effective January 1, 2020) is seeking an experienced information technology professional to serve as the College’s Associate Vice Chancellor (AVC) for Information Technology. The AVC for Information Technology serves as the College’s Chief Information Officer and provides leadership, guidance, and direction to all technology related functions of the College; including, but not limited to short and long-range planning of the College’s technical infrastructure to ensure that it supports requirements of current and future programming; oversight and management of the College’s computer software systems, servers, networks, and communication systems to maximize security and efficiency; and supervision and guidance of all instructional and operational technology support activities in a manner that assesses and maintains quality assurance.
Duties and Responsibilities
• Lead the Campus efforts for implementation of Banner; • Provides planning, budgeting, leadership and supervision to the IT department; communicates current and projected needs, requirements and options in the College budgeting process; and recommends technology related acquisitions and updates; • Coordinates long-range planning activities for the technology infrastructure of the College, including administrative and student information systems, learning management systems, computer networking, desktop computing, emergency notification, and telephone, video and voice communication systems; • Maintains up-to-date network and data security guidelines and manages their implementation and oversight; • Maintains, reviews, upgrades, as needed, the College’s disaster recovery plan to ensure maximum protection and efficiency; • Serves as the College’s liaison with technology vendors; evaluates and recommends vendor contracts for hardware, software, and technology related equipment and services; monitors service and license agreements to ensure protection of the College’s interests; • Directs IT support services, including distance education, media services, network operations and services, student computing, and college telephone systems, and ensures a prompt, efficient, effective, and client friendly technical support operation; • Establishes standards for technology hardware, software, and communications protocols; oversees desktop computing and user support services; assists in the identification of staff training and professional development needs; and recommends and assists in the drafting of policy revisions where indicated; • Provides project management for technology deployment or implementations; is responsible for assuring the maximum availability and reliability of the College’s technical networks with the resources available; • Works collaboratively with other departments to minimize downtime and efficiently implement technical installations and upgrades; • Serves as the liaison with the Department of Information Services regarding state contracts, policies and procedures governing technology use; ensures compliance with ASU Board of Trustees policy, Arkansas Department of Higher Education (ADHE) rules and regulations, and federal, state or local laws relating to information technology; • Participates on College committees and as a member of the Chancellor’s Senior Leadership Team; • Other duties as assigned by the Chancellor.

Physical Demands While performing the duties of this job, the employee is frequently required to stand. The employee is occasionally required to walk; sit; use hands to finger, handle, or feel objects, tools, or controls; reach with hands and arms; climb or balance; stoop, kneel, crouch, or crawl; talk or hear; and taste or smell. The employee must frequently lift and/or move up to 50 pounds and occasionally lift and/or move up to 75 pounds. Specific vision abilities required by this job include close vision, distance vision, color vision, peripheral vision, depth perception, and the ability to adjust focus.
Work Environment
While performing the duties of this job, the employee occasionally works near moving mechanical parts and is occasionally exposed to risk of electrical shock. The noise level in the work environment is usually moderate.

Required Qualifications |
• A bachelor’s degree in Information Technology, Business Information Systems, or a related field; • A minimum of five (5) years’ work experience in an IT-related field, with a minimum of two (2) years’ experience in the supervision and management of technical projects and staff, preferably in an educational setting; • Experience with LAN/WAN infrastructure; • Experience with Microsoft Server, PowerShell, SQL, and Microsoft Office 365; • ERP, LMS, and SIS experience; prior experience with Banner/PowerCampus and/or Ellucian a plus.
